Medical studies in Israel are open to candidates who have completed their pre-med studies with a GPA of 3.4 and above, and an MCAT score of 27 and over. The only M.D. program open to candidates from around the world is offered at Ben-Gurion University in Be’er Sheva (all other programs are only open to students from US or Canada).

The international master’s program in public health (IMPH) is open to candidates with a relevant undergraduate degree, or to doctors and nurses. You can find such a program in English at The Hebrew University in Jerusalem.
