There are various Hebrew language courses in Israel, most are offered at Ulpan ( which are public or private language centers). If you are interested in courses near Ashkelon and Ashdod, you can find such programs at Beit Canada (with centers in both Ashdod and Ashkelon), Ulpan Kalanit in Ashkelon, Ulpan Sheli in Ashkelon, The Ashdod Municipality Center for Adult Education, and more. Most levels are usually offered, including courses for beginners.
Regarding student visas to Israel, foreign students who wish to come to Israel to study in short term programs or academic degrees must apply via the Population and Immigration Authority. One must receive their visa before arriving to Israel. Since the requirements for an A2 visa vary, I recommend you contact the Israeli Embassy nearest to you, or the Population Authority, to receive the most accurate details.
