The Hebrew University in Jerusalem offers an IMPH program for international students. It's a one-year program, taught entirely in English on the University's medical campus in Hadassah.
All candidates must have an academic degree in medical or health areas such as medicine or nursing, or have an academic degree in life sciences or social sciences and any practical experience will give you an advantage.

As for your concern about a scholarship, I highly suggest you contact the university and ask them if they offer a scholarship.
