In Israel there are a few universities and institutes which offer post doc programs and fellowships for international students, among them: The University of Haifa, The Hebrew University, The Tel Aviv University, Weizmann Institute of Science, The Ben Gurion University and The Technion.
Most institutes offer a two year program in English for candidates that already completed their PhD.

Each of the institutes I've mentioned also offer different scholarships and funding options for those they accept. I advise you to contact them directly so they can give you all the information you need about the different programs and scholarships.
