As far as I know the only program that might have a free Hebrew course is Ulpan Gordon in Tel Aviv.
There are a few schools and institutions in Israel which offer different Hebrew courses to international students and/or visitors. Among those institutions: Ulpan Kibbutzim - that takes place in no less than 8 different kibbutzim in Israel, The Hebrew University and more.
Each program is different and I highly advise you to contact each program for more information.
