As far as I know there are two options to study electrical engineering for international students:
1. Technion - Israel's Institute of Technology Haifa - which offers a B.Sc. in Civil and Environmental Engineering program in English.
2. Tel Aviv University - offers an English program in Electrical and Electronics engineering B.Sc.
All institutions require standardized test, for example SAT score of 1400 or higher, an English proficiency test such as TOEFL 580 or above. For specific
testing and scholarship I advice you to contact the institutions directly.
