As I mentioned at the previous message, there is no specific course for irrigation in Israel. although there are a few other programs that might fit your needs:

Galili institute offers different agriculture programs: Integrated Water Resources Management course and you can also study for a Diploma in agriculture.

Hebrew University: summer programs in agriculture, ELLS winter program of water resources.
