There are a few Institutions that I recommend you to contact for agriculture programs: AICAT (Arava Institute), Galilee Institute, and the Hebrew University.

Each school and institute have a different program, some of the programs could be shorter or longer than others and some offer scholarships to international students so I've attached a link at the end of my message that will send you to an article about the different schools, institutes, and programs you can choose from and hopefully help you find the best one for you.
