To my knowledge there is no specific course for irrigation in Israel. although there is a few other programs that might fit your needs:

Galilli institute offers different agriculture programs : Integrated Water Resources Management course and you can also study for a Diploma in agriculture.

Hebrew University : summer programs in agriculture, ELLS winter program of water resources.
