If you're looking for an English speaking program I'm afraid the only option in Israel is an Msw - there are no bachelor degree programs in special education or in social work.
The special master degree in social work at the Tel Aviv university is a 10 months program entirely in English especially for international students.
Candidates who wish to apply must present an undergraduate degree with a GPA of 3.0 (80) at least.
In addition they will have to send at least two letters of recommendation, a personal essay and an updated resume. Non-native English speakers must pass an English proficiency test like IELTS or TOEFL.
