There are a few institutes in Israel that offer special degree programs for international students, among them those who offer a BA program in social sciences: The University of Haifa, The Tel Aviv University, The Bar Ilan University and IDC Herzliya.
Each program is a bit different and each institute offer different admission so to clear things out and to help you find the best program and school for you iv'e attached a link at the end of my message with more information.

History programs are available only as master degree programs and not BA.
