There are a few institutions in Israel which offer a BA program in business management, among them: The Tel Aviv University, The Hebrew University, The College of Management, Ramat Gan's College of Law and Business and more.

Admission changes in each school but in general, in case you did not finish your high school studies at an English speaking country you'll have to pass an English proficiency test, like TOEFL.
Most schools and institutions will take under consideration your high school grades, especially in math and English.
