Scholarships or Loans Available

Hi,
I am an American oleh who has lived in Israel for about ten years. I am meant to begin a new M.A. program at the University of Haifa (Peace Studies and Conflict Management) a week from today. I am eligible to receive financial aid from the U.S. government, but this takes time. First it goes to the school, and then after some communication what's left goes to me. I have been told I will receive funds in mid to late November, in the amount of about 18,000 NIS, and the same amount a few months later.
Are there any loans or scholarships that can help me pay for my school and living expenses until then?
If this is not possible, I am still interested in learning about other loan or scholarship opportunities that can suit my situation. By the way, I am 36, and I have already received assistance from Minhal HaStudentim when I got two degrees from Bar-Ilan University
