There is no one or two scholarships so without knowing where you're going to study it's hard for me to help you.
If you already chose the field of study and school in which you're planning o applying for you should contact them and the foreign students office will help you.

PhD programs in Israel
Hello Jihane,

There are a few institutions in Israel which offer international Phd programs, among them: The University of Haifa, The Ben Gurion University, The Tel Aviv University and The IDC Herzliya.
In order to find out if they have an opening for an international student in a PhD program you'll have to contact them directly.

Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
