Before you choose and/or apply for a scholarship you need to choose what is it you wish to study. After you'll choose the best study program and school, you can contact that school and apply for international scholarship. Most international programs in Israel also have specific scholarships for international students.

Plant sciences studies in Israel
Hello David,
here are a few institutions in Israel which offer different MSc programs in agriculture sciences (which include plant sciences) for international students, among them: The Ben Gurion University of the Negev in Beer Sheva, The Weizmann Institute of Science in Rehovot and The Hebrew University in Jerusalem.
In order to apply for a master program in agriculture in Israel candidates must present a first degree in biology, biotechnology, agriculture, animal sciences, food sciences or any of the related fields with a GPA of 80 or more. In cases students are not from an English speaking country, they will have to take an English proficiency test like TOEFL or IELTS. Candidates must submit three letters of recommendation, and relevant experience is the field of agriculture. Regarding the scholarships you'll have to contact the schools directly.
