As far as i know the only institute in Israel which offer a full international program in mechanical engineering is the Technion in Haifa.In order to apply candidates must present a score (GPA) 80 or higher, together with 2 letters of recommendation. Candidates form a scientific 3 year program will have to complete a few undergraduate courses before beginning their graduate courses. The list of required undergraduate courses will be decided by the Faculty Graduate Studies Committee.
In order to get all the information your son needs about the program i advise you to contact them directly through their website.
There are a few schools in Israel which offer Bsc engineering programs, among them: The Technion - Israel's Institute of Technology in Haifa, The Tel Aviv University and ORT Braude College in Karmiel.
In order to apply all institutions require standardized test (such as SAT or ACT or AST or Gau Kao),
in cases when the candidates are not native English speakers they will have to take an English proficiency test such as TOEFL. The TOEFL score needs to be 580 or above. All institutions also take into consideration the candidates high school average, and special attention is given to their grades in math and physics.
