I assume you are looking for an undergraduate degree in civil engineering (and not a master's degree). There is currently one international degree in English available in Israel, this program takes place at the Technion in Haifa. In this B.Sc. degree students learn about infrastructure planning challenges in the 21st century and focus on subjects such as innovative building technologies and renewable resources.

This program can be completed in 4 years. International students can ask for housing at the Technion dorms. Admission requirements include a high GPA and English proficiency exams, I would advise you ti contact the Technion directly on that matter,
