Several Israeli universities offer international M.Sc. programs in agriculture and plant science, the tracks are taught in English so they can be suitable for you. In most cases plant breeding is one of the subjects that is studied as part of M.Sc. agriculture programs. Students can focus on this subject as part of their thesis and conduct research.
These programs can be studies at Ben Gurion University or Weizmann institute.

In addition, there is an international program in Plant science at Tel Aviv university that focuses on food security and sustainability.

As for scholarships, since each university has different terms for eligibility, I would advise you to contact the universities directly to inquire on that matter.
