Several Israeli universities offer international programs in engineering subjects, among them are Tel Aviv University and The Technion (Haifa). These programs are in English.
The variety of engineering subjects changes from university to university. If you are interested in a subject that encompasses both technology and business, you may want to look at M.Sc. degrees in industrial engineering that focus on developing innovative techniques for making industrial organizations more efficient. There are also many other degrees such as electric engineering, information system engineering and more.

Application terms vary, but usually they depend on one's GPA (in most cases 3.0 or above is required). You will also need to present letters of recommendation and pass an English proficiency exam. Some universities require relevant professional background in engineering as well.

Job prospects in Isreal are quite diverse for skilled engineers. Israel is known as a start up nation and many tech companies and start ups require engineers as part of their projects.
