In order to apply for an international program in medical sciences you have to first finish your pre med studies. Candidates must present a GPA of at least 3.4. and MCAT scores (or their equivalent in case students are not from the US) with scores of above 27. There are a few institutions in Israel which offer medical study programs for international students, among them: The Tel Aviv University, The Hebrew University, The University of Haifa, the Ben Gurion University and more.
As far as i know you can't apply now if you wish to start studying only at the academic year of 2017-2018 - you'll have to wait for the registration to open next winter.

Regarding engineering studies - There are a few schools in Israel which offer Bsc engineering programs, among them: The Technion - Israel's Institute of Technology in Haifa, The Tel Aviv University and ORT Braude College in Karmiel.
In order to apply all institutions require standardized test (such as SAT or ACT or AST or Gau Kao),
in cases when the candidates are not native English speakers they will have to take an English proficiency test such as TOEFL. The TOEFL score needs to be 580 or above. All institutions also take into consideration the candidates high school average, and special attention is given to their grades in math and physics. Tuition changes between schools so in order to get the relevant information for you, you'll have to contact the school in which you wish to study.
