There are a few institutions in Israel which offer different degree programs for international students, among them The IDC College in Herzliya which offer a bachelor degree program in computer sciences (CS).
As far as i know this institute is currently the only academic institution that offers a complete track in English so if you don't speak, read and write in Hebrew this is the best program for you.

The program is international and the IDC is a well recognized school in Israel and abroad. You can most definitely continue for aster degree after it.
