There are a few schools in Israel which offer the different programs you've mentioned:
1. Law - Tel Aviv University, The Hebrew University of Jerusalem and The University of Haifa.
2. Government - there are no government studies There are a few institutions in Israel which offer an international master degree program in political sciences to international students, among them: The Hebrew University of Jerusalem, The University of Haifa, The Tel Aviv University and The IDC Hertzelia.
3. Public Administration - As far as i know, there are no international master degree programs in public administration in Israel.

Regarding the credits - Most schools will accept credits from US schools but you'll have to contact the school in which you want to study to confirm which of the credits they accept.
