Cyber crime course in ISRAEL

I am an IT engineer also having Mechanical Diploma holder.
Have 13 years of experience working with Banks like Bank of America Merri Lynch, RBS ,LLyods, Middle eastern banks. I would like to learn Cyber Security from ISRAEL. I am an INDIAN.
1. Whether i need to write a separate English exam ?
2. How much will be the total cost ?
3. How the accommodation tthere
4. I heard INDIA-ISAREL student exchange programmes.
Will i be eligible?
