A lot of Universities and institutions from all over the world have different exchange programs with the different institutions in Israel.
Unfortunately i can't help you find the program that will fit you because you are the only one who can apply to an exchange program through your university.

I advise you to contact your university to get the information you need about the different exchange programs they have in Israel.

Regarding short courses in the field of agriculture - as far as i know, there are no exchange programs like the one you're looking for.
