As far as i know, in order to apply for the liberal arts degree at The Tel Aviv University you need to submit results of the Scholastic Aptitude Test (SAT) or American College Test (ACT) - These are only required for applicants graduating from a U.S. high school system, whether in the U.S. or abroad.
If you are not from the U.S you can submit any test IELTS or TOFEL - usually they accept both.

Regarding the scholarships you'll have to apply for the school directly.
