As far as i know, there are no international nursing programs in Israel.

There are a few institutes i Israel which offer special BA programs for international students. Among those you can find a few which offer BA programs in business administration: IDC Hertzelia, The Tel Aviv University, The Hebrew University and more.

Admission changes between school but there are a few things each school demand: In case you did not complete your high school studies at an English speaking country you will have to pass an English proficiency test, like TOEFL. You need to score higher than 550 in TOEFL or its equivalents.
Most schools will also take under consideration your high school grades especially in math and English.
