As far as i know, all of the programs in Israel which offer training and short courses like you've mentioned are in Hebrew. If you are not fluent you can't join them - There are no international programs in English in those fields.

Tractor Driving License Short Training Courses

As mentioned above, most tractor operating courses in Israel are conduced in Hebrew. If you are interested in taking a course in Hebrew, you can participate in courses (diploma studies) which prepare for receiving one’s tractor license. The courses contain a theoretical part and a practical part. Students must pass exams following each part.

The application requirements to these courses include: age 15 and above, and medical examinations (including eyesight tests), performed by licensing authority doctors from the Ministry of Transportation. Most courses span around 5 days.

The courses are offered by various schools, such as: Tov Driving School (Kfar Saba), Carmel Safety School (Haifa), Tlamim School (Kibbutz Horshim in Central Israel), and more.

I do not know of any tractor driving license courses in Petah Tikvah available at the moment, however, you can find such a course at Nehalim School in Moshav Nehalim, which is located close to Petah Tikvah. It should be noted that this course is only conducted in Hebrew. Regarding tuition and costs, you will have to contact the school directly to receive the most accurate details.
