Most Israeli institutions require a GPA of 3 and above for acceptance to M.Sc. tracks in agriculture. Irrigation and similar subjects, so it seems your grades are in that range. However, it is always best to contact the different universities since the requirements do tend to change from year to year. There are also other requirements such as your grade in a TOEFL exam and professional letters of recommendation, if available.
As for scholarships, most institutions in Israel do offer scholarships to international students. Since the requirements for receiving such scholarships change a lot, my advice to you is to contact the university of your choice and ask about your eligibility.
