Hello Patil,

There are a few institution in Israel which offer different Phd programs in English to international professionals and students: The Haifa University, The Tel Aviv University, The Hebrew University, The Ben Gurion University and more.
Each institute offer different programs but as far as i know there are currently no Phd programs in education.
