There are a few institutions which offer different degree and study programs in peace and conflict resolutions, among them: The University of Haifa, The Ben Gurion University, The Tel Aviv University and The IDC Herzliya. In order to find out if they have an opening for an international student in a PhD program you'll have to contact them directly.
Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
