In Israel there are a few universities and institutes which offer post doc programs and fellowships, among them: The University of Haifa, The Hebrew University, The Tel Aviv University, Weizmann Institute of Science, The Ben Gurion University and The Technion.
Most institutes offer a two year program, in English for candidates that already completed their PhD (candidates must complete their PhD prior to applying),

You'll have to choose where is it you wish to study and see if you are eligible but as far as i know there is no problem for international students from Sri Lanka to study in Israel
