As far as i know, there are no tilapia production studies in Israel but there are few courses in the field of agriculture that might fit you. Among the schools who offers them: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.

Each school and institute have a different program, some of the programs could be shorter or longer than others and some offer scholarships to international students so I've attached a link a at the end of my message that will send you to an article about the different schools, institutes and programs you can choose from and hopefully help you find the best one for you.
