As far as i know there is no meteorology programs in English but there is one institute in Israel that currently offer an MBA program in risk management for international students - The University of Haifa.

The candidates who wish to enroll must present an undergraduate degree with a GPA of 3.0 (the Israeli equivalent is 80%), present at least 3 years managerial or professional experience and pass a personal interview.
Students who are not native in English must also pass an English proficiency test like TOFEL.
