As far as i know, there are no international programs in architecture that are taught entirely in English in Israel.

The Bezalel academy of arts and design in Jerusalem which offer a two year master program in architecture (in Hebrew).

There are a few institutes in Israel which offer special programs for international students, among them programs in the field of environmental studies.

The institutions and schools which offer a master's degree in environmental studies are: The Hebrew University of Jerusalem, Tel Aviv University, University of Haifa, Ben Gurion University (Be'er-Sheva), Weizmann Institute (Rehovot) and Arava Institute for Environmental Studies (Kibbutz Ketura) - All offer international scholarships.

I advise you to contact them directly and together you can find the best program for you with the best scholarship.
