I'm not sure there is an international PhD program in your field.
There are a few schools which offer international PhD tracks, among them: The Technion in Haifa, The Tel Aviv University, The Ben Gurion University in Beer Sheva and the Hebrew University of Jerusalem.
Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
Most institutions offer fundings and financial aid programs but you'll have to apply for it personally to find out what they would be able to offer you.

I've attached a link at the end of my message to an article about the PhD programs in Israel, admission, institutes and more. I advise you to contact the different schools directly to find out if they have a program that can fit you.
