There are a few institutions in Israel which offer different short term courses and training programs that can fit all of yor needs, among them: The Arava Institute, The Golda Meir Training Centre, The Centre of International Agriculture Development Cooperation and more.
Each school and institute have a different program, some of the programs could be shorter or longer than others and some offer scholarships to international students so I've attached a link a at the end of my message that will send you to an article about the different schools, institutes and programs you can choose from and hopefully help you find the best one for you.

Regarding the scholarships - Each institution in Israel which offer a scholarship for international students have different categories and requirements and therefore you'll have to contact them directly to get more information about each scholarship.
