There are a few institutions in Israel which offer engineering studies to international students, among them: The Technion, Ort Braude in Karmiel and The Tel Aviv University.
Each one offers a different program in some you can study the whole program in Hebrew or English and some offer a Freshman Year of Engineering program.
Regarding the cost you'll have to contact the directly because it changes between programs.
