In order to apply for a medical program you'll have to contact the different hospitals in Israel personally to see if they have an opening in the department.

There is no scholarships for this programs because they are not obligatory but if you'll choose the north or the south of Israel and not the hospitals in Jerusalem or Tel Aviv you'll have a chance at getting a little bit of help (housing or monthly budget).
