As far as i know here is no PhD program in cyber security in the Ben Gurion University only a master program in that field but i advise you to contact them directly to see if there is any chance they can offer you a similar program that will fit you.

There are a few institutes and universities in Israel beside the Ben Gurion University that offer special PhD programs for international students. Among those institutes: The Hebrew University, The Technion, The University of Haifa, The Tel Aviv university and more. I advise you to contact at least some of them as well to see if they could maybe offer you a PhD program close to what you're looking for.
