here are a few institutions in Israel which offer different short term courses and training programs that can fit all of you options, among them: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.

Regarding the scholarships - Each institution in Israel which offer a scholarship for international students have different categories and requirements and therefore you'll have to contact them directly to get more information about each scholarship.
