The IDC College in Herzliya which offers a bachelor degree program in computer sciences (CS).
As far as i know this institute is currently the only academic institution that offers a complete track in English so if you don't speak, read and write in Hebrew this is the best program for you.

Regarding a degree in mathematics - There are a few institutes in Israel that offer an M.Sc program in mathematics, among them the Ben Gurion University and Weizmann Institute in Rehovot.
The candidates must present a B.Sc. degree or equivalent and have a mathematical preparation that is comparable to a B.Sc degree in mathematics from an Israeli university.
