If you wish to study Hebrew in an Israeli institute you will have to come to Israel.

There are a few institutions in Israel which offer different Hebrew courses, among them the Home Ulpan in Ramat Yishay (studying Hebrew while living at your teacher's home), Ulpan Or in Jerusalem and Tel Aviv and Ulpan Aviv In Jerusalem.

Ulpan Gordon does indeed offer Hebrew courses that span 4 - 5 months. The courses are free of charge for new immigrants (Ole Chadash).
As for immigrating to Israel, I would advise you to contact the embassy in your country or the ministry of foreign affairs for more specific info.
