There are a few institutions in Israel which offer different PhD programs to international students, among them: The Technion in Haifa, The Tel Aviv University, The Ben Gurion University in Beer Sheva and the Hebrew University of Jerusalem. Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
In order to find out about the different scholarships and funding opportunities you'll have to contact the different institutions directly.
