As far as i know all international programs start with the Israeli ones at the end of October 2016 so I'm not sure you'll be able to apply for this year but you'll have to contact the university to confirm.

The Hebrew university in Jerusalem offer an IMPH program for international students.
It's a one year program, taught entirely in English in the University's medical campus in Hadassah.

All candidates must have an academic degree in medical or health areas such as medicine or nursing, or have an academic degree in life sciences or social sciences and any practical experience will give you an advantage.
Regarding the scholarship options they can offer you, you'll have to contact them directly.
