First of all it's important to say that all of the universities in Israel which offer international programs also offer different scholarship but you must first see if you can apply - The admission for the medical programs is not very easy.

There are a few institutions in Israel which offer medical study programs for international students, among them: The Tel Aviv University, The Hebrew University, The University of Haifa, the Ben Gurion University and more.

In order to apply for an international program in medical sciences you have to first finish your pre med studies.
Candidates must present a GPA of at least 3.4. and MCAT scores (or their equivalent in case students are not from the US) with scores of above 27.
