Do I need a A/2 Student visa or B/2 Visitor's visa before I can sign up for Hebrew college or University? Or is another way around?

Hello Ounkham,
There are a few schools and institutions in Israel that offer Hebrew courses, among them: Ulpan Kibbutzim that takes place in no less than 8 different kibbutzim in Israel, The Hebrew University, Levinsky College and more.
Each one of those institutions offers a different program so I've attached a link at the end of my message to an article about the different programs you can choose from and i advise you to contact those that are relevant to you directly to get all the information you need about the admission, fees and more. Regarding the visa requirements - that all depend on the course you'll choose - some are shorter so you might be able to stay with a visitors visa but some are longer so they require a students visa. In order to know which one you need you must first choose a school and they could help you with all the documents and forms you'll have to submit.
