There are a few universities that offer medical programs for international students, among them: The Hebrew University, The Tel Aviv University, The University if Haifa and The Ben Gurion University.
Most places accept students only from the US or Canada because in order to start admission you must first finish your pre-med studies.
in addition you'll have to present a GPA of at least 3.4. and MCAT scores with scores of above 27.
I've attached a link at the end of my message to an article about the different schools that offer medical programs for international students in Israel but in your case it's better to call them to make sure you can apply before you go ahead and register.
