As far as i know there are a few institutes in Israel that offer special programs for international student and among them you can find nursing.
Those institutes are: The Ben Gurion University in Beer Sheva, University of Haifa and Hadassha in Jerusalem.
My advise to you is to contact those institutes directly so they could give you the information you need about enrollment and acceptance.
