Master degree in linguistics in Israel
There are a few institutes in Israel that offer different degree program for international students, among them a few that offer a master program in linguistics: The Ben Gurion University of the Negev and The Bar Ilan University. These programs are open to students who finished their first degree in linguistics but students who graduated from related fields like cognitive sciences or psychology may also be accepted. Students must present a GPA of 80 or 3.0 to be accepted to the non-thesis track and in order to apply for a thesis track, students must have a GPA of 85 (3.4). The program is in English so students from non-English-speaking countries must pass an English proficiency test.
I've attached a link at the end of my message to an article about the programs, the universities and the admission. Regarding the scholarships you'll have to contact the different schools directly because each of them offers different options depending mostly on the candidates.
