Most institutions in Israel which offer international programs also provide the opportunity to apply online so maybe you just couldn't find the forms on their website but in any case you can call them and ask for more information on the phone or via e-mail.

Regarding the scholarships - All of the institutions who offer an international program also offer different scholarships to their students so while your asking them for information about admission and registration you should also ask them to send you the scholarship forms to fill at the same time that way you won't have to work twice as hard.
